you do not need a plumber to fix this, it is so easy, lift the back off the toilet, you will see a float, it is adjustable, you may need a screwdriver, raise it so more water comes into the tank, google it, its a 5 minute job 00

If the float doesn't fix it, look for the small water tube where the water goes into the tank. It probably is not in the tube that goes into the bowl, that most likely is what the problem is.
