I linked my Paypal account with a bank card from Banco Austro. When Paypal verified the bank card, the bill showed that a few cents were deducted and not returned. After that, every time I made a purchase on eBay, the bill showed that dozens of cents were deducted and not returned. Is this normal? Has anyone encountered this problem?

This is due to the Digital Services Tax (Impuesto a los servicios digitales), which is 12%. Many platforms that you pay for with Ecuadorian cards are taxed. PayPal is included. Fernando's bank statement should show the lines with "Impuesto IVA a servicios digitales" or something like that. Payments with Ecuadorian cards for services like PayPal get taxed by the Ecuadorian government, asame as Netflix, Uber, Disney+ among others. 00

Is the charge from PayPal or from Austro?
Many banks will charge a small fee for electronic transfers - usually less than one dollar.
Ask at your local Austro Branch office.
