As promised, here is the last update of the series.

So, we had an appointment for 8 AM. Because traffic and parking can be a bit of a pain, we left early and got there at 7:30 AM. (We thought we could get coffee at the cafeteria of the hospital, but they do not have one according to the guard). At 7:45 we went up to wait for them to open. There were already people waiting for their appointments.
Once they started calling people, we let the guard know that we had an appointment at 8 AM, but it was not in the system because it was a “canje”. That we needed to hand over the documents to the lady we had seen previously. He walked us back to her office.
She checked the paperwork, did something on the computer, told us everything was in order, and to hand over the EC cedula, USA DL, and Red Cross blood type card to the gentleman in desk #1. We did as instructed and he told us to take a seat and wait to be called. A few minutes later, he called the name, gave us the documents back, and told us to go to desk #5. Driver took a seat.
We handed all the paperwork to the lady and she did what needed to be done. Asked us questions, took his picture, etc. She then proceeded to hand us all the documents back and provide us with an “orden de pago” (the order for us to go to the bank and pay the fee). And instructed us to come straight back to her with the receipt.
Driver walked down across the street, where Banco del Pacifico has a booth/kiosk. Came back with the receipt. We told the guard and he let us back to where she is. We waited for her to be done and she called us over. She finished doing whatever she had to on the computer; gave back the EC cedula and the USA DL. They keep the $7 blood type card for their records. Instructed us to hand over the cedula at the testing desk.
We did as instructed. Gentleman told us to have a seat and wait to be called because all the computers were taken. Driver’s name was called. He took the test. Passed the test. Was instructed to have a seat again and wait to be called. Was called and handed his brand-new EC DL. The End.
FYI. If you fail the test, they will have you come back to try again at a later date. Once again, in order to pass you must get a minimum of 16/20.
