Opening a local bank account for a debit card to pay utilities

Hello and good day! I am looking for a good bank with someone that speaks English as every bank I’ve tried so far hasn’t let me use my phone while inside even to translate. If anyone can point me in a good direction, I’d greatly appreciate it. Thank you!
