In view that different announcements about visas were published I went to the chancellery to ask if it is true that there will be a reform to the law and if the requirements will change for the new visas, this was the answer:
No one in the different regional offices at Ecuador level has been notified that there will be a reform to the law of Human Mobility (the law that regulates visas).
The only thing that the chancellery has adopted is the way to present the visa process online and there are new guidelines regarding the management of the licit means of livelihood that are the economic income that are justified in the visa process. The new guidelines do not mean a future change in the law.
Please, if you have any doubts, the best way to solve them is to go to the official agencies.
