Permanent visas?

Good morning. I was at Immigration today, checking, due to the pandemic, on the status of my permanent visa, since I had been out of country more than the allowed days. I was told that the pandemic situation had made some allowances for that, so I was ok. But then I was told that new regulations as of January 21, 2021, said that permanent visas no longer have the 5-year open rule after you maintain your first two years of 180 days each out of country. From now on, permanent will be a constant 180 days each visa year. I could not get an answer about whether that was applicable only to new applicants, or applied to those who already hold a permanent visa that has gone past the two-year requirement.

My question is this: does anyone have factual information regarding the new regulations? I know there will be a bill passing on May 5, but I am not sure what that bill says.
