I have a neighbor who neglects her dogs and cats. She had a dog with a litter and promised to spay her after lactation but she didn’t. Now she has another litter plus one left over from the first litter. She has two cats and a litter of kittens. The puppies cry all night and my neighbor doesn’t do anything until I call her out. She leaves for the night and the animals have no water and the puppies scream all night. The two adult dogs plus the new puppies live in one doghouse and my neighbor has an umbrella on top of the dog house as shelter for the cats. The puppies are always crying and screaming and the mother dog is stupid and doesn’t care for them. I am ready to sell my house and move. Ecuadorians live and let live but I can’t take hearing the distress anymore. Suggestions other than selling my house and moving?
