Driver`s license process

Hello,

We are getting our licenses here, after attending a local driving school in Ecuador. We were told that we only had to show our school `diploma` to the licensing people here, but someone said we would also need to show an apostilled driving record from our state, Oregon. Is this true? We thought passing the local school exams was enough. Very confusing.
