Help getting an Ecuadorian driver’s license

I currently have a California driver’s license that has not expired but only about 5 months left. Has anybody used a service here in Cuenca that helps expedite this process. I have seen posts on people doing this themselves but you may be able to eliminate some of those steps with a current license from your home country; just not sure.
