Amateur radio inquiry

To those of you who may be amateur radio operators, my name is Joe Koppi, W0SU. I am curious to know about the yagi antenna on top of the Hotel Santa Monica adjacent to the Pichincha Bank on the corner of Marshal Sucre and Presidente Borrero. It has six elements and appears to be a tribander. Curious to know whether any hams out there know anything about it.
