The Ecuadorian government has a program that offers economic assistance to anyone injured or killed in a traffic accident on a public road involving a motor vehicle, whether driver, passenger or pedestrian. Even bicyclists who are hit by motor vehicles upon a public road within Ecuador are covered by this program. Determination of fault in the cause of the accident is not required, and there is no limit placed on the number of compensable victims in a single traffic accident.
Funding for the program is through fees included in vehicle registration (matriculación).
In case of death, there is a $5,000 benefit available. Help in paying medical bills is available up to $3,000, transportation of the victim (i.e., ambulance) up to $200, and a payment in case of permanent disability up to $5,000. Assistance for funeral expenses is available up to $400.
There are detailed requirements in submitting the required documentation (police reports, death certificate, etc.), to one of the 12 regional offices in Ecuador (there is an office here in Cuenca). Claims must be made within one year of the date of the accident, with less time allowed for some medical expense claims.
