Dog transport: rabies serologic titer from an approved laboratory

Hello- Ecuador remains on the CDC list of high risk rabies countries. In order to import an Ecuadorian born dog into the US you must have a rabies serologic test from an approved labratory. Of course there are no approved laboratories in Ecuador on the CDC list. Has anyone else found themselkves in this situation? Could you please share information? Thank you
